Radeon 9800 Pro Driver Problem

I have begun to think that most of them were made defectively from the factory and are really a case of DoA (Dead on Arrival) except that they usually don't "die" I have no idea what that means... This card WAS working just fine before but I cannot remember how to properly install it again.
